AUTH TLS Not Configured

I'm getting that error when trying to connect to my site via SSL. I have OpenSSL install on my box and perms.conf should be set correctly for it so I am at a loss on what's wrong. Let me give ya a long story that may or may not have anything to do with this. Basically we decided to shut down the site so I deleted everything off the box including drftpd and when we went to cancel they cut us a deal on the monthly fee so we decided to keep it and so I re-installted drftpd. SSL was working before the wipe and now it's not. I copied over all the conf files I had from the previous install and I didn't touch java or OpenSSL or anything but the drftpd and ircd files so I can not figure out why SSL isn't working. Here is my SSL part of perms.conf

# TLS enforcements.
userrejectsecure !*
userrejectinsecure !*
denydiruncrypted !*
denydatauncrypted !*

Any help would be much appreciated.

Update: When I tried the settings in perms.conf suggested in the FAQ for SSL that disable any connection expect for secure I get this error when trying to connect.

error:1408F10B:SSL routines:SSL3_GET_RECORD:wrong version number

doesnt dr have its own implementation for ssl, ie why do you use openssl?

I don't really know how dr uses SSL but I installed it and it's still installed. lol
